A fourth kind of lie Mark Twain would have enumerated
Mark Twain wrote in his autobiography, of lies:
Figures often beguile me, particularly when I have the arranging of them myself; in which case the remark attributed to Disraeli would often apply with justice and force: "There are three kinds of lies: lies, damned lies and statistics."
I believe he would have enumerated RCPD, and indeed Rancho Cordova City Council cited statistics collected since 2003, as a fourth.
